The UN and government of Sri Lanka must make public the contents of the panel's report to the Secretary General - AHRC Statement
The UN panel commissioned to advise the UN Secretary General on several issues relating to the period covering the end of the war with the LTTE has now submitted its report. The content of the report has not yet been published. Amnesty International and Human Rights Watch have called on the UN Secretary General to publish the contents of this report. The Sri Lankan government issued a statement in which it stated that it had received a copy of the panel's report and that it rejected the content as being 'flawed' and 'biased'. The Sri Lankan government did not mention the content of the report and on what specific issues it disagreed on. This report was awaited globally since the appointment of the panel by the Secretary General. The appointment preceded several months of debate from all over the world on the responsibility of the UN relating to the event that occurred in Sri Lanka towards the end of the war with the LTTE. There were serious violations of human rights abuse which the government continuously denied.

Matara, Gandara Central College teacher assaults a 13 year old child inhumanly
As a result of an assault made by a teacher of Matara, Gandara Madya Maha Vidyalaya, a student of the same school, had been injured and was admitted to the Matara, Thalalla rural hospital and has taken residential treatment for 5 days. Ishan Maleesha of Devrampura, Kapugama, Devinuwara, (Matara) a13 year old male student of grade 7 year been assaulted on 4th of March in the school. After the questioning about a pigeon which had flown in to the class room, the teacher has forced the student to accept his involvement in chasing out the pigeon and when the student stated that he was not involved, the teacher has assaulted on the student’s head, shoulder and thigh area, with an albesia stick until the stick was broken.

Asantha Aravanda who was made known by the divisional Journalists and Pitbeddara police station as a criminal was acquitted from the charges and was released
Asantha Arvinda of Madawalamula, Baddegma road, Galle, aged 24, cook by profession was acquitted from the forged charges in the case filled against him by the Pitabeddara police station and was released. The Human Rights Commission concluding their investigation of the human rights case filled by Asanka,s father, has reached to the observations- that the clause 12 (1) of the Sri Lankan Government’s constitution has been violated, Rupees five thousand should be paid to the victim by the 9 police officers and a copy of their investigation was sent to the Inspector General of police for taking the disciplinary actions against the involved police officers

Pugoda District judge says to reconsider the solicitor general’s instructions
When The case was called before the Pugoda Magistrates’ Courts the preliminary hearings with regard to the Murder Case of Mr.David Amarasinghe, 47 years older bachelor , whose death had been occurred on 14th August 2010, while in the custody of Kirindiwela police station , Pugoda Magistrate and the additional district Judge Mr. Aravinda Perera ordered to reconsider the advices given by the Solicitor General , ordering the release the Sub Inspector Kularathne and the Police Constable Luksman Silva who are the suspects of this case, and ordered to remand the suspects again. It appears that some special attention has been given to this case, since advice has been sent specially for this case leaving all other cases aside which were sent for legal advices, said the judge and ordered to the police to inform to the Solicitor General to reconsider on this case.

ASIA: Three women rights defenders receive prestigious international award for documentary - AHRC Statement
Three Asian women rights defenders have received a prestigious international award for a documentary made about their respective struggles, which was shown as part of a major film festival in the Netherlands during March. The jury at the Movies that Matter Festival, which was held in The Hague from March 24 to 31, awarded Suciwati Munir, Angkhana Neelaphaijit and Padma Perera, a Special Jury Award for Josefina Bergsten's film "UNJUST". The film documents the struggles of the three wives, mothers and activists to challenge impunity and get justice for their husbands, all of who lost their lives in 2004 due to the murderous intentions of state agents.

Human Rights Commission SL received 9901 complaints in the year 2010
Inquiry and Investigation Division of HRCSL has released a summary report of complaints, which were received during the year 2010. According to sources HRCSL received 9901 complaints this year. The head office received 4205 complaints and ten regional offices received 5696 complaints. Compared to the previous year the statistics indicate a reduction of 21 percent.

Anamaduwa police hang and assaults a farmer
Nihal De Silva is working as a broker in the sales field of vehicles, houses and land other than his farming. He has been taken into custody on an alleged cash theft which had happened with regard to a three wheeler deal, and had been hanged and assaulted. These days there is considerable discussion about investigations into some NGOs in Sri Lanka. The president himself is talking in public about this issue and already implying that there is some kind of wrong doing on the part of some NGOs. This has also been followed by several media channels. Therefore some simple reflections on the issue are in order. There is a vast difference between prosecution and persecution. This difference may not be quite so clear in Sri Lanka anymore. There is a great deal of persecution going on under the name of prosecution and the public may be very much confused about what is a legitimate prosecution and what is, in fact, a terrible persecution.

A petition to the President requesting to hold investigations & judicial procedings on Saman Thilakasiri’s murder case, impartially and quickly
A petition has been forwarded to His Excellency President by the people requesting to hold the investigations and conduct the judicial proceedings quickly and impartially on the murder case of E.K. Saman Thilakasiri who lived in Hatharawana Palama, Moragahapallama, Inginiyagala. He was arrested by three officers of Inginiyagala police station ,on 21st February 2010 and had died while he was being taken to the police station. The 1st memorial ceremony was held on 25th January, at the Inginiyagala, Moragahapallama Maha Vidyalaya’s hall and after the function the petition to be sent to His Excellency President was singed by the people of the area.

SRI LANKA: The anniversary of Prageeth's disappearance and the Galle Arts Festival - AHRC Statement
Prageeth Eknaligoda's wife and a small group of faithful supporters met representatives of the United Nations yesterday on the occasion of the first anniversary of Prageeth's disappearance. That the family had to meet representatives of the United Nations and not representatives of the Sri Lankan state is symbolic. It is after any hope has been lost of a genuine inquiry into Prageeth's disappearance that the family had to resort to the United Nations to seek its help. The nation itself was little concerned about this disappearance. The people of Sri Lanka have become accustomed to such tragedies. Such is the psychological conditioning of the nation. Powerlessness before cruelty is the condition in which the citizen lives his or her life.

HusbNazeerand of Niththi Nazeera too dies
Mrs Nazeera who lives at Mirigama road, Negombo was admitted to Negombo hospital in the year 2005 to get medicine for a wound in the leg. Due to the carelessness of the doctors, her right leg was removed after a surgery. She had complained about this careless treatment of Dr. Parakrama Warnasooriya who performed surgery, to Medical Council, Inspector General of Police and the Human Right Commission. Later she had filled a case against relevant doctors demanding a compensation of Rupees 50 Laks, in the Negombo District Court.

C I D Says Nilantha Lukshman is not under our custody
Mr. Nilantha Lukshman who lived in Mundalama, Kiriyankalliya was a father of two children. He was transporting coconut branches to Vaunia region in rented lories and brought back what he could from there to Puttalam area. Nilantha Lukshman had worked as a lorry driver for a businessman called Nathan before starting his own enterprise. The businessman Nathan too was kidnapped by a white van two months before Nilantha was kidnapped. Nilantha Lakshman was kidnapped by a white van near his business premises at Kiriyankalliya junction at about 6.30 p.m on 10th March 2009.

The Chilaw Police break the Nasal Bone of a Youth
Kapila Sampath had come to Chilaw about 10 years ago from Matara. He lives in Chilaw and has a fruit selling stall in the pavement. On 23rd January 2011, two people in civil clothes had come after consuming liquor , had informed the assistant of Kapila Sampath who were there to remove the fruit stall. On getting this information, Kapila Sampath immediately came to his fruit stall and and inquired from the two drunken officers for the reason to remove the fruit stall. Then using unprintable words they have told to remove the fruit stall (fruit containing board) immediately.

Postponing of Elections by the Election Commissioner, of all Local Government Institutions in which the Election Department filled cases are against Democracy - Sirithunga Jayasooriya
Considering the cases in court s, postponing of Elections by the Election Commissioner in all Local Government Institutions which are under legal actions , is considered unfair and undemocratic. It is a bad example. This action can be followed by a person or a party in any further election in Sri Lanka, by purposely working with the intention of rejecting nominations, and on rejection, going to courts and filling cases and thereby postponing elections in all districts as mentioned by him to the Election Commissioner at the meeting held with all party leaders and told that this was accepted by the Election Commissioner, The Leader of Eksath Samajawadi Party comrade Siritunga Jayasooriya stated this at the conference held on 28th February in the evning at the addressing of of people at the Stage of Freedom in Karuwalagaswewa Saliyawewa Eksath Welanda Sangam Hall.

A man is under imminent threat of illegal arrest and torture
Upul went to his home on 3 February 2011, to participate in an alms giving held for the anniversary of his father's death. Then his mother told him that a police officer was asking about a person called 'Japana'. He went out from the house and asked the police officer who he was looking for. Upul noted that the police officer appeared to be quite drunk. When the officer asked about a person called Japana Upul told him that he did not know anyone of that name. The officer became irritated and asked for Upul's name and identity card which he provided. The officer twisted Upul's ID card and asked him to go to the police station with him. At that point Upul clearly stated that as he has not committed any crime and furthermore, was not the person the officer was looking for he was not willing to go to the police station. The officer started shout but then left the place.

Arrested and imprisoned for misleading the high courts by giving false evidence
Case NO.B/333/08 was filed against the death of Seyinool Abdeen Seyinool Miswar. Who was severely assaulted and killed while serving a prison sentence. Two prison inmates Shahul Hameed Mohammad Naushad and Mohamad abu Ubeyida gave evidence as eye witnesses. Fundamental Rights Case has been filed by the wife of late Seyinool Abdeen seyinool Miswar in Supreme Courts under case No. 342/08.

The previous day, the 22nd October Ajith Prasanna had gone to Mohottimulla to see his fiancée. On the 23rd of October Mrs. Bandara Menike, heard over the radio news, regarding a shooting at Mohottimula involving a Ministry of Parliament. As she was inquisitive to get more information she had telephoned Ajith Prasanna’s friend Dilip.
